Civil ID Status Meaning: Under Process, Ready & No Data Found Explained

So you checked your civil ID on PACI and got a message that doesn’t really tell you much. “Under process” for the tenth day, or “no data found” when you know you applied. This guide explains every civil ID status meaning in plain words, why each one happens, and what you should actually do about it, whether you’re a new arrival, renewing, replacing a lost card or registering a newborn.

If you haven’t checked yet, start with our step-by-step civil ID status check guide, then come back here.

Civil ID status meanings at a glance

Status Meaning Your next step
Under process PACI has your application and is checking data or printing the card. Wait. Check again after a few working days.
Ready for collection The card is printed and waiting at a PACI centre. Go to the centre named in the message.
Fees not paid Nothing moves until the fee is paid. Pay on PACI’s payment page with KNET.
On hold / documents needed PACI needs a document or a correction from you. Call 1889988 or book a PACI appointment on Meta.
Delivered The card has already been handed over. Nothing, unless you never got it. Then call 1889988.
No data found PACI can’t find anything with that number. See the fixes below.

The exact wording on the PACI screen can be slightly different from the labels above, and the Arabic screen uses its own terms, but the meaning stays the same.

“Under process”: what it means and how long is normal

This one just means your card is in the system and moving. It is not a problem. Behind the scenes PACI is matching your data with the Ministry of Interior, checking your address and photo, and then printing the card.

Waiting time depends on how busy PACI is. It usually gets slower:

  • In summer, when lots of families renew before travelling
  • In Ramadan, when working hours are shorter
  • Around Eid and other long holidays
  • After big residency campaigns, when thousands of cards are issued together

What can quietly hold a card in this stage

  • Unpaid card fee (5 KD) or a fine on your file
  • Address not registered with PACI, very common after moving flats
  • Residency not fully finished at the Ministry of Interior
  • Photo rejected because it’s old, unclear or not on a plain background
  • Data mismatch, like a different spelling of your name on the passport and the residency

If none of these apply and it still hasn’t moved for a long time, call 1889988 with your receipt number. Ask them directly if anything is missing from your side.

“Ready for collection”: what to do next

This is the message everyone waits for. The PACI result tells you which centre has your card. Before you go:

  • Take your receipt and passport.
  • If you’re renewing, take your old civil ID too; some card machines ask you to insert it.
  • Go early in the morning if you can. Afternoons are busier.

At the centre, use the self-service card machine if there is one, or go to the counter. Check your name spelling, photo and expiry date before you leave. If something is wrong, hand it back on the spot.

Collecting for your wife, kids or domestic worker, or want the card delivered? It is all covered in our civil ID collection and delivery guide.

“Fees not paid”: how to clear it

The civil ID card fee is 5 KD, and a lost or damaged card replacement is 20 KD. To pay:

  1. Go to services.paci.gov.kw and switch to English.
  2. Click Card & Fine Payment.
  3. Enter your civil ID number and continue.
  4. Check the amount, then pay with KNET.
  5. Save the payment receipt.

Once paid, the status normally moves forward within a working day or two. Never pay through a WhatsApp link or any site that doesn’t end in .gov.kw.

“On hold” or “documents required”

This means PACI can’t finish your card without something from you. Read the full message carefully, because it often says what’s missing. The most common reasons:

  • Your address needs to be updated or confirmed by the building owner
  • Your photo needs to be replaced
  • Your passport has been renewed and PACI needs the new details
  • Your PACI and MOI records don’t match

Some of these can be fixed online in Sahel. Others need a visit, which you book on meta.e.gov.kw. If you’re not sure, call 1889988 first so you take the right papers.

“Delivered” but you don’t have the card

If the status says delivered and you never received it, someone else may have collected it, or a delivery didn’t reach you. Call 1889988 straight away with your civil ID number and ask when and where it was handed over. If you think it was collected by mistake or misused, report it.

“No data found”: the fixes

  1. Check the digits. A civil ID number is 12 digits. One wrong number and PACI shows nothing.
  2. Try the other number. If you used the civil ID number, try the receipt number, or the other way round.
  3. Give it a day. Brand new applications sometimes take a working day to appear.
  4. Ask about your residency. If the Ministry of Interior step isn’t complete, PACI has nothing to process yet. Your sponsor or company PRO can confirm.
  5. Check you’re on Card Status. The Card Validity tab gives different results.
  6. Call 1889988 if it still shows no data after a few days.

Sahel and the PACI website show different things

This happens. Treat the PACI website as the final word, because the app can take time to update. Log out of Sahel, update the app and check again the next day. If they still don’t match after 24 hours, call PACI.

Status says ready but the machine won’t give the card

Don’t keep trying the machine. Go to the counter inside the same centre with your receipt and passport, and show them the status screen on your phone. Sometimes the card is at a different centre than the one you went to, so double-check the centre name in the message.

My card expired while I was waiting

If your old card expired before the new one came, keep checking the status. If PACI has added a late fine, it will show on the payment page and you’ll need to pay it before the card is released. Meanwhile, Kuwait Mobile ID can help you prove your identity at most government offices.

Status meanings for special cases

New arrivals

Your first card often shows no data for a while, because PACI only gets your file once your residency is finished. Use the receipt number once you have it.

Lost or damaged card replacement

The replacement shows under process like any new card. The difference is the 20 KD fee, which must be paid first.

Newborn babies

The baby’s card follows the birth certificate, passport and residency. If any of these are missing, the status won’t move.

Domestic workers

The sponsor’s address is used, so if the sponsor’s own address has a problem, the worker’s card can get held too.

Card Status is not the same as Card Validity

Card Status is for a card you’re waiting for. Card Validity is for a card you already hold, to see if it is still valid. Both are on the same PACI page, so make sure you’re on the right tab.

Frequently asked questions

Why does my civil ID status say no data found?

Usually a typing mistake, a very new application, or residency that isn’t finished at the Ministry of Interior yet.

What does “under process” mean on PACI?

It means PACI has your application and is still preparing your card. You don’t need to do anything unless it stays stuck for a long time.

How long does “under process” take?

It depends on the season and whether your fees, address and residency are in order. Busy months take longer.

What does ready for collection mean?

Your card is printed and waiting at the PACI centre shown in the message.

Can I travel when my status says ready?

Collect the physical card first, or use your digital ID in the Kuwait Mobile ID app if it is already active.

My status says fees not paid but I paid. What now?

Wait one or two working days. If it still doesn’t change, call 1889988 with your payment receipt.

Who do I contact if my status is wrong?

Call the PACI hotline on 1889988, or book an appointment through the Meta platform at meta.e.gov.kw.
