Civil ID Renewal Online in Kuwait: PACI Website & Sahel App Steps
Got your residency renewed and now the civil ID needs updating too? Good news, you don’t have to take a day off for it anymore. Most people do their civil ID renewal online from home through the PACI website or the Sahel app, pay the fee with KNET, and then just collect the new card when it’s ready. This guide covers who can renew online, the exact steps, fees, documents, timing, and what to do when the renewal gets stuck.
Why civil ID renewal matters
In Kuwait the civil ID is used for almost everything: banks, hospitals, schools, SIM cards, rent contracts, government offices and border points. An expired card can block a bank transfer or a doctor’s appointment, stop Kuwait Mobile ID and Sahel from working properly, and bring a late fine from PACI. Renewing on time saves you all of that.
Before you renew: check these first
- Residency (expats): the civil ID follows your residency. PACI can only renew your card after your residency is renewed at the Ministry of Interior. Ask your company PRO or sponsor if it’s done.
- Address: if you’ve moved flats, update your address with PACI first, or the new card can get stuck.
- Passport: if you have a new passport, PACI may need the new details.
- Fines: check for any civil ID fine on PACI’s payment page.
Kuwaitis and GCC nationals don’t have the residency step, but the rest of the process is very similar.
Who can renew online?
| Case | Online renewal? |
|---|---|
| Expat with renewed residency, same address | Yes |
| Kuwaiti citizen, no changes | Yes |
| Family members you sponsor | Yes, through Sahel or PACI |
| Changed address | Update address first, then renew |
| Changed name, photo or major data | May need a visit by appointment |
How to renew your civil ID on the PACI website
- Go to services.paci.gov.kw and switch to English.
- In the Card Services box, choose Card Renewal.
- Enter your civil ID number and submit.
- If your card is eligible, follow the steps on screen to complete the request.
- Pay the fee through PACI’s payment page with KNET.
- Keep the receipt number. You’ll use it to track the new card.
If the page says your card isn’t eligible, the usual reason is that your residency isn’t renewed yet, or your card has a pending issue such as an address problem.
How to renew through the Sahel app
- Open Sahel and log in with Kuwait Mobile ID.
- Go to Services and choose Public Authority for Civil Information.
- Pick the civil ID renewal service.
- Choose yourself or the family member.
- Confirm your details on screen.
- Pay the fee and save the confirmation.
Sahel is the easiest option if you’re renewing for the whole family, because you can see each person’s card in one place.
Renewing at a PACI centre
If online renewal doesn’t work for your case, book an appointment on meta.e.gov.kw and go to PACI with your original passport, old civil ID and any supporting papers. Paying the fee online before you go saves time.
Civil ID renewal fee
| Item | Amount |
|---|---|
| Civil ID card (new or renewal) | 5 KD |
| Replacement for lost or damaged card | 20 KD |
| Late renewal fine | Shown on PACI’s payment page if it applies |
Only pay on PACI’s own website or inside Sahel. PACI doesn’t send payment links on WhatsApp.
Documents you might need
For a normal online renewal, PACI already has your details, so usually you don’t upload anything. You may be asked for documents if something has changed:
- A new passport (passport number has changed)
- A new colour photo, if your old one is very old or your look has changed a lot
- A rent contract or address declaration, if you’ve moved flats
- A power of attorney from the Ministry of Justice, if someone else is doing it for an adult in person
When should you renew?
For expats, renew the civil ID as soon as the residency is renewed. Don’t wait for the card’s printed expiry date. For Kuwaitis, renew before the expiry date. Avoid leaving it to the last week before summer travel, because that’s PACI’s busiest season.
After you renew: tracking and collecting
Once the request is in, you’ll see it on PACI’s Card Status service. It normally shows under process first, and then ready with the name of the centre where you collect it. Check it with our civil ID status check guide, and when it’s printed, follow the civil ID collection guide. Your old card stays usable until the new one is issued, as long as it’s still valid.
Common renewal problems
- “Not eligible for renewal”: usually your residency isn’t renewed yet, or your card isn’t close enough to expiry.
- Payment done but status not moving: give it a working day, then call 1889988.
- Sahel login not working: you need an active Kuwait Mobile ID on the same phone.
- Old card already expired: renew straight away and pay any fine that shows.
- Address error: update the address, then try the renewal again.
- Photo rejected: upload a clear, recent photo on a plain background.
