Civil ID Apply Online in Kuwait: Documents, Fee and Steps
New to Kuwait, or just got your residency stamped? The next step is your civil ID, and you’ll need it for almost everything here: bank account, SIM card, rent contract, school admission, hospital file, even picking up a parcel. This guide shows how to apply for a civil ID online, who needs one, what papers to prepare, the fee, how long it can take, and what to do after you apply.
Who needs a civil ID in Kuwait?
| Person | Needs a civil ID? |
|---|---|
| Kuwaiti citizens (including children) | Yes |
| Expats on work residency | Yes |
| Family members on dependent residency | Yes |
| Domestic workers | Yes, registered by the sponsor |
| Newborn babies | Yes, after birth certificate, passport and residency |
| Tourists and business visitors | No |
The order things happen in (for expats)
- Entry visa and arrival in Kuwait
- Medical test and fingerprints
- Residency issued by the Ministry of Interior
- Address registered with PACI
- Civil ID application and fee
- Card printed and collected
PACI can’t issue a card before the residency step is done, so don’t worry if the first few days after arrival show nothing in PACI.
Before you apply
- Your residency must be done at the Ministry of Interior.
- Your address must be one PACI knows. Ask your landlord or building owner for the PACI unit number (automated number) of your flat.
- Have recent colour photos on a plain background ready, in case you are asked for them.
- Keep a KNET card ready for the fee.
Documents usually needed
| Document | Why |
|---|---|
| Passport with valid residency | Proves identity and legal stay |
| Rent contract or address declaration | Registers where you live |
| Recent colour photos | For the card |
| Birth certificate (children) | Proves parent link |
| Marriage certificate (spouse) | For dependent residency cases |
The address declaration form can be downloaded from PACI’s website. Your sponsor or company PRO often handles the first application for employees, so check with them before you start.
Photo tips
- Plain white or light background
- Face straight to the camera, both ears visible where possible
- No sunglasses, caps or heavy filters
- Recent, so it looks like you today
A rejected photo is one of the most common reasons a new card gets delayed.
How to apply
Online, through PACI or Sahel
PACI has moved most registration services online. Go to the e-services section on services.paci.gov.kw or the PACI services in the Sahel app, choose the service that matches you, such as first-time registration for a dependent or a domestic worker, fill in the details and upload the documents.
- Choose the right registration service for your case.
- Enter the sponsor’s civil ID number and the applicant’s details.
- Upload passport, residency, address and photo.
- Submit the request.
- Pay the fee online.
- Save the receipt number.
In person
If your case needs a visit, book an appointment on the Meta platform at meta.e.gov.kw, then take your originals and copies to the PACI centre on your booking. Arrive a little early and keep everything in one folder.
Fee
The civil ID card fee is 5 KD, paid online with KNET before the card is printed. See our civil ID payment guide for the steps.
How long does it take?
It depends on the season and on whether your residency, address, photo and fee are all in order. Busy months like summer and Ramadan take longer. The best way to know is to check the status every few working days.
After you apply
You get a receipt with a number. Use it to track your card with a civil ID status check until it says ready, then collect the card from the centre named in the message. Until then, keep your passport with you as ID.
Common mistakes to avoid
- Applying before the residency is finished
- Using the address of a friend or a flat you don’t live in
- Uploading an old or unclear photo
- Forgetting to pay the fee after submitting
- Paying on a fake website instead of PACI
