PACI hotline: 1889988
The PACI hotline is 1889988. You can call it from any mobile or landline in Kuwait. Choose English at the start and follow the voice menu for civil ID services. Keep your civil ID number or receipt number ready, because the system asks for it.
Tips for calling
- Call early in the morning on a working day.
- Avoid Sundays after long holidays; lines are busy.
- Write down your question and your numbers before you dial.
- Note the date and time of the call in case you need to follow up.
Official PACI websites
- services.paci.gov.kw for card status, validity, renewal, address availability, civil number inquiry and payments
- meta.e.gov.kw for appointments
- e.gov.kw, the Kuwait Government Online portal, with service guides
Anything that doesn’t end with .gov.kw is not PACI.
How to book a PACI appointment on Meta
- Go to meta.e.gov.kw.
- If it’s your first time, register with your civil ID number, mobile number, civil ID serial number and email.
- Log in and choose Personal Services.
- Select Public Authority for Civil Information, then the service you need.
- Pick a date, time and centre, and confirm.
- Take a screenshot of the booking and bring it with you.
If you can’t use Meta, you’ll see typing offices outside PACI that book appointments for a small charge, but it’s easy to do yourself.
PACI headquarters
PACI’s main building is in South Surra, in the Ministries area near the 6th Ring Road. Many services, especially for Kuwaitis and GCC nationals, are handled there. Other services and card collection happen at PACI centres across the governorates, and your booking or status message tells you which one to go to.

Watch out for fake PACI contacts
