Civil ID Payment Online in Kuwait: Fees and How to Pay with KNET
Most civil ID problems in Kuwait end with the same line: “please pay the fees first”. The good part is that civil ID payment is fully online now. You don’t need cash, you don’t need to visit PACI, and the whole thing takes about two minutes with a KNET card. This guide covers every PACI fee, how to pay on the website and in Sahel, paying for family members, and what to do when the payment doesn’t show.
Civil ID fees in Kuwait
| Service | Fee |
|---|---|
| Civil ID status check | Free |
| New civil ID or renewal | 5 KD |
| Replacement for a lost or damaged card | 20 KD |
| Late renewal or late registration fine | Shown on the PACI payment page if it applies |
PACI raised the card fee from 2 KD to 5 KD some years ago, and the lost card fee from 10 KD to 20 KD. Fees can change again, so always go by the amount PACI shows you on the payment screen.
When do you need to pay?
- After applying for your first civil ID
- When renewing your civil ID
- When replacing a lost or damaged card
- When PACI has added a fine to your file
- When registering a newborn or a domestic worker
Your card won’t be printed until the fee is paid. If your status says fees not paid, this is the step that’s holding you.
How to pay civil ID fees on the PACI website
- Open services.paci.gov.kw and switch to English.
- Click Card & Fine Payment in the top menu.
- Enter your civil ID number and continue.
- Check the amount and what it is for, card fee, fine or replacement.
- If you’re paying for family members, add their numbers too.
- Pay with your KNET debit card and complete the bank’s OTP step.
- Wait for the confirmation page and take a screenshot of the receipt.
Paying through the Sahel app
If you’ve started a renewal or replacement in Sahel, the app takes you to payment at the end of the request. Pay there with KNET and keep the confirmation in the app. Sahel also shows the payment history for the requests you made through it.
Paying for your family
You can pay for your wife, children and domestic worker on the same PACI page by adding each civil ID number. That’s handy at renewal time, when the whole family’s cards expire around the same date.
After paying: how long until the status moves?
Usually within a working day or two. Check with our civil ID status check guide. If the status still says fees not paid after that, call 1889988 with your payment receipt ready.
Paying a fine at the same time
If there’s a late fine on your file, PACI shows it together with the card fee on the same page, and you pay both in one go. Want to see what you owe before paying, and why? Read our civil ID fine check guide.
Payment problems and fixes
- Payment failed but money deducted: wait a few hours. Failed KNET payments are usually reversed by the bank. Don’t pay twice until you’ve checked your statement.
- Page not loading: try another browser or a different time of day.
- Nothing to pay shown: your fee may already be paid, or the request hasn’t reached the payment stage yet.
- Card not accepted: PACI’s page works with KNET debit cards. Use a Kuwaiti bank card.
- Paid the wrong person’s fee: contact PACI on 1889988 with the receipt.
Stay safe when paying
- Pay only on services.paci.gov.kw or inside Sahel.
- PACI does not send payment links on WhatsApp or SMS. Ignore any message asking you to pay a “civil ID fee” through a link.
- Never share your KNET OTP with anyone, including people saying they are PACI staff.
- Check the bank page shows KNET before entering your card number.
